Collection Specialist in Collection Group

Hi All,

In Collection Management, I am trying to assign Collection specialist with Collection group, as we know collection specialist are nothing but user of sap those ID are available in QAS and PRD client.

but when we try to configure in DEV server these user ID is not available that so why system throw error "Entry  does not exist in USR02 check entry"

So I am confused how to map Collection specialist with collection group in DEV because it is customization activity for this request will generate and after that we can transfer to QA and PRD server.

if we go for create same SAP user ID in DEV then every time any new user will come same process we have to do ?

or  is there any way to do maintain directly in Production client?
